Do you have your date codes, did you test on a fan tester, zke or with a BMS and load. The bms with a load is going to give the lowest as you will have some losses from the BMS.
 
Also double check those QR codes aren’t relasered. Very common these days on EVE units, a printed off piece of paper as a “test report” or custom stickers don’t really matter too much.

Quite certain that 18650 is selling real cells, the 280K just doesn't test very high (well documented) but yes OP if you don't mind taking off the black label and showing the area around the QR code it would be helpful.

NOTE: I see your terminals have flat / matte finish vs the knock-off ones EEL is selling so again I"m thinking you are OK as these appear to be real EVE terminals.

NOW with that outta-the-way I have heard, many theories from EVE had a bad batch of cells and decided to pawn them off as grade A with terminals, to hey that is just how high life cycle cells are.

The latest one is that they are releasing version 3 to fix these issues.

But is it really an issue? Watch Andy do a test, he got 279AH form the 280K under a heavy load:

Yes I do agree with you that the 280K with test reports should test a bit higher, but it is what it is.
 
Ok I think I have everything set! I'm using this heater and a 1500 watt inverter along with the BMS capacity benchmark. Its running now.
Overall the kit was easy to build I think anyone can do it, the only hard parts are the making the cables and crimps.
cool man. I use mine outside now in the winter to run x-mas lights lol
