Pre charging cells manual

I just received 24 304 Ah Eve cells and need to pre charge them before top balancing. I have two questions about the document that seems to be standard on this forum for DIY balancing:

Question 1
In step 3, why connect the leads together, max the voltage, and dial up the current while not attached to the batteries?

Question 2
Before connecting leads to the batteries why not:
1. Set the voltage as desired (29.2V in my case) and the current to 0
2. Connect leads to the battery
3. Dial up the current to desired amperage

It seems like that would prevent any kind of arcing.

I would (and did) spend a bit more and buy one of these: https://www.amazon.com/EBC-A40L-Battery-Capacity-Discharge-Function/dp/B0B76TYG69

It supports up to 40A, is very highly programmable, you can hook everything up, and then start the charging, with a nice graphical display that shows you exactly what's happening, and it also has separate leads for voltage sensing, which (as I found out when I forgot to hook them up one time) are much more accurate than reading the voltage off of the charging/discharging wires, and it also supports high-current discharging.
