What can one do to prevent someone randomly punching your rapid shutdown button on the side of the house and causing your backup panel to go dark?

Can I put the RSD button inside a NEMA 3 enclosure so it looks like a "normal" electrical thing and then have a security tag like the meters do?

The RSD buttons I can buy don't have that. They are big red things that attract attention and beg people to push them. If there is a security tag, that will keep people out of the box unless they really want to get into it.

Code says:

The rapid shutdown initiation device(s) shall consist of at least one of the following:
  1. (1)Service disconnecting means
  2. (2)PV system disconnecting means
  3. (3)Readily accessible switch that plainly indicates whether it is in the “off” or “on” position
I'm option 3, a switch, and readily accessible sort of implies no security tag would be allowed since it requires a tool to cut it.

As long as it's identified properly, you can put it behind a padlock.
Firefighters are used to cutting locks to gain access to everything.
 
If someone wants to cause harm they can cut locks on distribution switches and operate them to isolate entire streets/towns.

Been there, disgruntled customers were arrested.
