Solar panels as a deck floor

I have 14" x25" second story deck, south facing. Has anyone just put solar panels down on a deck surface that gets so much sun it trashed the vinyl deck in7 years. Plucs substantial reflection off wall of windows above it.

Was thinking solar panels covered with Vitrazza: Glass Office Chair Mat. Just enough to reclaim part of deck for evenings to sit and walk on.

No install costs, mostly hardware. That is, if it'll work.

Interesting ideas.
Guessing by your zip code that you are in Southern California?
Thinking getting code permit would be a challenge.
Mounting solar panels flat require maintenance to clean, and provide less power during winter (but not sure of your application).
Perhaps if you restricted access to that area you could get code approval?
Hopefully an expert will weigh in.
