And there is this one from UAE with white solar panels. I learned that when covering a building with solar panels, it can be worth loosing some efficiency to protect constructions from heat.

Not really.. They're just spreading out money for international trade. If they didn't buy stuff from the rest of the world, someone would eventually get upset about the flow of money going only one way.

They don't need the panels, they probably don't even want them.. But they need to spend the money on something, and buying a bunch of solar stuff is a twofer. They give China a warm fuzzy feeling, and they make the environmentalist a little less pissed off.
