Amp draw jumping around

I have two 206 SOK batteries in parallel connected to a mppt charge controller with dc-dc.
Recently, when running a 60watt fan, the amp draw will randomly jump up from 4ah draw to 8.5 ah draw and randomly drop to 2.5 ah and back up to 4ah. I can visually see this on my battery monitor screen, and also hear the fan slow down when the 8.5ah draw occurs.
Why is this!? How can i fix this issue??
 
My first thought would be to check ALL your connections very carefully, make sure you don't have an intermittent poor connection that's burning away the extra power as heat. Monitor fan temp too, if the motor gets particularly warm during those 8.5a draw periods, that narrows down your issue.
 
We're the batteries under charge when you experienced the random jump in current to the fan.
