Brazil has both 127v and 220v coming out of same type of outlets in different parts of the country?

Came across this:

Apparently there is one standard outlet, but in some parts of the country it gives you 127v and in others 220v. Good times, good times.

Maybe well known to people around here, just thought it was interesting.
