The battery is from 2018, new then, but has been 100% submerged in rainwater for two years, outside.
The charge controller is the absolute cheapest Amazon PWM available, I think I paid $8.50 for it.
The panel is a 72-cell panel, but half are disabled. I suspect a broken solder somewhere. It was free when I ordered a dozen 3 years ago.

Anyway, 3 days ago I finally got a "round2it" and connected it all.

The panel was putting out 24v VOC, about 22 into the charge controller.
The battery was showing 8.9V on the first day. On the second day, the battery was showing 11.9V. On the third day, the battery is showing 14.4V!!!! I plugged a Wyze camera into the USB port on the charge controller. The camera worked all night!

I like seeing things like this. Not everything has to be the latest greatest new and shiny. Good thing too. I'd be out of business without baling wire, duct tape, zip ties, and an old welding rig!
