No. It has native bluetooth support, but its range is limited.

Can you see basic info without a phone?

No. It has no means of providing information except via bluetooth.

If you have a GX device and are VE.Direct, you can access shunt information through the GX and VRM.

Does the Cerbo GX box have a smart shunt in it already?

I use a Victron Smart Shunt on my sailboat. I can't say much about the BT range. My biggest complaint is that it drops the connection every time my phone screen times out. I really like the simplicity of the install. The price is not too bad (everything for a boat is expensive). The data is very nice.

Does the Cerbo GX box have a smart shunt in it already?

No. The GX is simply a control unit with which the Victron hardware interfaces. You typically don't need them for a simple system.
