First time top balancing- charger only shows 0.57amp

I'm a complete noob here but I've followed the top balancing tutorial download from here, watched Will's video and read the power supply owners manual and I still cannot figure out if this is right or wrong.

I turned on the charger, turned CC all the way up, turned CV knobs to 20230328_153210.jpgset it to 3.60, turned it off, connected battery leads, turned it back on and the amp display is only reading 00.56A and 2.10W. Did I do something wrong or is this correct?

That certainly could be correct if your cells are already mostly charged. Best thing to do would be to check the voltage at the cells with a multimeter. If it’s at or just below 3.6, you’re finished, or getting very close to finished, on your top balance.
 
Make sure your power supply is working (check with a multimeter). Also check the battery voltage. Make sure your cable contacts are good (bad crimp or connection/connector?).
 
Assuming 3.6v is what the target end voltage is then all you have to do is end the charge whenever the current has dropped to that deemed to be fully charged as per the manufacturers tail current.
 
You probably have 4 cells or more, and can try those to see if it repeats.
