If I install a 24V EG4 All-In-One inverter can I program the unit to charge at 13V or should I just set up my 12V battery bank in parallel for 24V battery sets?

If it is a 24v model than it charges 24v batteries. If you are using 12v batteries you would need 2 wired in series.

I didn't see one,
When I needed a 24 volt system (for RV) I went with MPP PIP 2724LV MR
Ian sells these on Watts 24/7 and he will help you out if you have questions.
or you can order off ebay Maximum solar (but don't expect any support if you need it)
The MPP 2724 is not expandable to multiple units, if expansion in the future is needed, then go with a unit like the 2424 which can be expaned with additional inverters (must be identical model unit) also be careful to pick 120V output (2424 is 120) or if your in the EU/UK/AU MPP3024 is 240 output)

Growatt also makes a 24v 3kw unit that is stackable. I got one because the extra 600w was only $20 more at the time.

I also have never seen a 24v EG4 inverter, all the ones I've seen are 48v.
