The equivalent internal resistance of a cell can not be measured by an ohm meter. A cell can be modeled as an ideal cell in series with a resistor. The value of that resistor is what we call the internal resistance of the cell. There is however no way of measuring it directly.
Characterization of internal resistance is done by measuring the cell voltage at rest and under a known load and from those values calculating the equivalent resistance.
