Battery capacity

I have 1 new and several used 12v Lithium batteries, im finding that they hover around the 13.2v range. They are all in parallel with 2 awg wire and copper lugs. I have seen them get up to the 14v range but they drop back down to 13.2 to 13.0v fast. A chart here on the forms shows that 13.2v is 70% capacity for a battery is that correct?
If so then are the used one bringing down my battle born?

Is this chart good for all or just some lithium batteries?

this is a conservative chart that should fit any.
for example the absolute minimum is 2.0v and here 0% is set to 2.5v
the same for max, were cells can go easily to 3.65 (that make 14.6) or even to 4.2 that makes 16.8.
This is a discharge chart, charge chart could be a bit different.
