Inverter says I have to be a pirate.

I suspected you had a Giandel.
Can you please do a couple of tests and report back.
With the Giandel powered off please check for continuity between these points and report back.
equipment ground and ac ground
equipment ground and ac neutral
equipment ground and ac hot
ac ground and ac neutral
ac ground and ac hot
 
Do I need the DC cables connected first with DC power applied or can I just do it out of the box.

I guess that is correct.
If it were bonded then you could run the inverter with the dc negative disconnected

<0.5 ohm>

Typical contact resistance. Sometimes you can zero or subtract that if fairly repeatable.
Not everybody has a 4-wire meter.
It would take quite a bit of wire to actually have half an ohm.
