Believe it or not, that meets all of the NEC requirements for an auxiliary grounding electrode.

Not an electrician and grounding continues to mystify me. Do you mind explaining if what looks like a joke is actually practical or is the NEC not written well and someone is “following the rules” but then the NEC would say, “that’s not what we meant…”?

Auxillary grounding electrodes are 'extra' grounding electrodes that are installed separately from the main grounding electrodes.
The main grounding electrodes have a LOT of requirements on them but Auxillary electrodes have no requirements on them.

It turns out that auxiliary grounding electrodes do more harm than good. Most generator manufacturers have quit requiring them. However, some equipment manufacturers are still requiring them. The NEC recognizes that a lot of equipment manufacturers require auxiliary grounding electrodes even though they are not needed. In order to deal with it, the NEC allows auxiliary grounding electrodes but places no requirements on them.
