Over Charged Seven LF280K Cells

Is this fixable? Seven cells are charged to 3.69 to 3.71 volts. I have the EBC-A40L Charge Dischage Capacity Tester though I have not used it enough to know much about it. How to discharge these over charged cells to 3.60 volts is the problem. Suggestions?
 
I'm not a mechanic. Can you use any cheap bulb? Do they sell them in Walmart?
 
Walmart has them. Just don't get an LED bulb. The Hella H7 is less than $5. It's a 55w bulb so it'll put a nearly 15A load on your battery. Halogen bulbs get HOT. Make sure you have it supported somehow, and don't touch the glass, even when cold.

You can also use the EBC-A40L to discharge a cell to a safe voltage like 3.35 V or so.

A 120V resistive load won't likely be low enough resistance to consume much load, however. That said, you don't need to take much out of the cells, so it could work, just be a bit slower.
