Sub-Panel clearance requirements

I’m going to have my main panel in the conex with the inverter and batteries. And a sub panel in the cabin.

The conex part is decided. Even if not up to code. No inspections out in the country where I am located.

What are the rules regarding clearance and access? And can I put the sub panel in a small room. Sort of a tornado/fire shelter in the cabin. Not a clothes closet. It seems the sensible place. And frankly, I’m running out of wall space in the garage. My other location would be under a set of stairs.

Or is having the sub panel in a smaller locked room a bad idea?

I don’t have a problem following code if it makes sense.

There's code, and then there's the simple need to turn off a breaker, quick. I wouldn't put a panel, sub or main, in a locked closet, for that reason. Also a PITA if a breaker trips and needs to be reset and the person with the key is nowhere around, as happened to us at a VRBO house we rented last summer.
